Is it possible that persons who live abroad and/or
work and that is not verzekeringsplichtig in the Netherlands, however,
can conclude a care insurance?

Netherlands and you have exclusively a pension from an EU/honour
country
you are resident in the Netherlands and

You are resident in the Netherlands and you work in
another one an EU/honour country.
You are not verzekeringsplichtig for the care insurance
law.
You are insured under the social security system now in your
country of work against medical expenses. To get care in the
Netherlands state you registered at a Dutch health insurance fund.
In the Netherlands you get the health insurance fund parcel now
(country of residence parcel).
This remains after setting-up of the care insurance law all the
same.
You and your family members are entitled to the Dutch country of
residence parcel.
It can only be that you must register yourself and your family
members with another Dutch insurer. Does there come soon?
insurer who will regulate the care for all foreign insured
people. That is the central care insurers group (CZ).
Because you do not fall under the care insurance law you have
and your family members no right to care allowance and
no-claimteruggave.
